In a new report, economist Paul Callister and I look at all the options. What would ambitious and concrete action to reduce aviation emissions look like for New Zealand?

Change is in the air. There are new proposals for net zero aviation by 2050 from the EU, the UK, the International Air Transport Association, the International Energy Association, and Air New Zealand.

In New Zealand, a two-seater electric plane with a 130km range crossed the Cook Strait for the first time in November last year. Unfortunately, its larger cousins wont be here soon enough or in large enough numbers to affect emissions overall.

Despite the media attention on electric and hydrogen aircraft, they do not feature strongly in New Zealands plans. Larger electric aircraft dont exist yet and we need to act sooner than they will become available.

Vaccine And Testing Requirements

Foreign nationals will be permitted to enter the U.S. with proof of vaccination and a negative COVID-19 test taken within three days of departure. Vaccinated U.S. citizens returning from abroad will also be required to submit a negative test result from a test within three days of departure, a policy already in place. Any unvaccinated U.S. citizens must test within one day of departure and purchase a test to take after arrival.

Delta FlyReady already makes it possible for most customers traveling to the U.S. to upload a negative test result prior to travel and will in the coming weeks enable the uploading of vaccination credentials as well. Customers traveling from the U.S. to many countries that require proof of vaccination and a negative test already have the option to leverage Delta FlyReady to upload both results, and that functionality continues to expand to additional exit-U.S. routes.

Where Will We Be Allowed To Go

Essentially anywhere, although travel bans could become a reality for destinations with especially high levels of the virus or dangerous new variants. Likewise, certain countries may ban Australians, if levels of the virus climb here. If you don’t want to waste time quarantining, there are already plans in the works to create quarantine-free travel bubbles with certain nations. The first to get up and running will be with New Zealand, which had already established a short-lived two-way travel bubble with Australia, which unfortunately popped once the Delta outbreak started spreading in NSW. Singapore or Hong Kong are both likely candidates for future bubbles.

Booster Shot Recommended Before Departure

Arriving at Los Angeles International Airport, I noticed three key differences with pre-pandemic overseas travel.

After having recognised the increased vaccination coverage across the globe and in consultation with stakeholders, the Government of India has decided to resume scheduled commercial international passenger services to and from India from 27.03.2022, i.e. start of Summer Schedule 2022, the Directorate General of Civil Aviation said on Tuesday.

It added that reopening of scheduled international flights would imply that countries would have to revert to bilaterally agreed capacity entitlements under the air service agreements.

This step will provide impetus to the economic recovery of the sector and the nation, with borders opening for tourists. We will soon be announcing the schedule for our international destinations, said IndiGo CEO Ronojoy Dutta.

When Will Australia Open Its Borders For Tourists

In 2019 , Australia welcomed 9.5 million international visitors to our sunny shores. But entry has recently only been permitted for citizens, residents and their families.

Its been a long few years, but the wait is nearly over. The Australian PM Scott Morrison has announced that Australia will allow ALL double-vaccinated foreign travellers to visit the country from the 21st of February 2022.

When Will Borders Reopen

Once a state’s population is 80 per cent vaccinated, borders can reopen, on a state-by-state basis. However, while NSW, as the nation’s most vaccinated state, is set to reach this threshold by October 16, the aforementioned trials and vaccination passport infrastructure will not be finalised until November, so we’ll have to wait until then to dust off our suitcases.

Amid the ongoing speculations surrounding the resumption of international flight operations, the Civil Aviation Secretary Pradeep Singh Kharola recently stated to a news portal that the government may consider restoring services on a case to case basis. India resumed its domestic flight services on May 25, 2020, after a hiatus of two months due to the ongoing COVID-19 pandemic. Travel restrictions reduced the spread of the virus, but because they were first implemented after community spread was established in multiple countries in different regions of the world, they produced only a modest reduction in the total number of people infected. Travel restrictions may be most important at the start and end of the pandemic.

The travel restrictions brought a significant economic cost to the global tourism industry through lost income and social harm to people who were unable to travel internationally. When the travel bans are lifted, many people are expected to resume traveling. However, some travel, especially business travel, may be decreased long-term as lower cost alternatives, such as teleconferencing and virtual events, are preferred. Some countries with large domestic markets, such as the United States, were able to see a faster recovery from increased domestic travel.

When India Will Open For Tourists

The country swiftly closed its borders at the start of the pandemic, banning all scheduled international flights in March 2020. However, restrictions have now eased the borders opened for tourism in November 2021, and on February 14, the at risk list was abolished, with its quarantine requirement dropped.

The use of vaccine passports is one possible tool to encourage international travel.

The federal government has said it “recognizes that proof of vaccination credentials will support the re-opening of societies and economies.”

Joseph Ali, associate director for global programs at the Johns Hopkins Berman Institute of Bioethics in Baltimore, believes support for such vaccine documentation is growing though it may not be “strictly required” for all travellers in the immediate future.

“Until there is sufficient supply and distribution of vaccines globally it won’t be appropriate to require vaccination passports for all passengers,” Ali said in an email.

Such a system would also depend on nations recognizing the vaccines being used outside their borders, as well as on the evolving circumstances of the pandemic.

“Vaccine passport systems won’t definitively solve all COVID-related travel challenges, but they may help get us closer to doing things that are important to many,” said Ali.

Modification and cancellation policy: Customers may transform the amount spent for a flight booking into a credit statement which can be redeemed for a new flight booking in the subsequent 730 days. You can even change the flight date without additional charges to any date before 30 June 2020.

Maddy Black, 24, moved from Brisbane to the United Arab Emirates three years ago.

“When I moved here, if you told me, ‘Oh you won’t be able to go home for almost three years’, I would have said, ‘No way am I going to move’,” she said.

She works as a professional cyclist for Dubai Police but has not returned home because being locked in hotel quarantine was not an option due to her training.

“Until there’s no quarantine and I can fly straight to see my family I’m not going to risk everything I’ve worked so hard for over the past few years,” she said.

She has had three doses of a COVID-19 vaccine, but was reluctant to travel until there is more certainty, regular flights and no quarantine restrictions.

Dr Benckendorff said financial constraints remain one of the biggest issues.

“Travel is more expensive than it would normally be, there are still a lot of destinations that don’t have a lot of flights available, so that pushes flight prices up,” he said.

“Then there’s a risk that that flight might get cancelled or the hotel might get cancelled because worldwide there’s a huge shortage of hospitality workers.”

But he said that because of Australia’s hesitancy to reopen compared with other international destinations, it is likely to be “a destination of choice” when borders are fully reopened.

“When you have a destination with high vaccination rates like we have, we’re going to look quite safe compared with some other destinations,” Dr Benckendorff said.

Travelling To New Zealand During Covid

Currently, there is an indication that people who have been vaccinated can still carry COVID-19.

Last Friday, New South Wales weekly analysis showed six returned travellers who had the virus had also been fully vaccinated.

Whether they can transmit the virus on, however, is still being probed by global medical authorities.

Hunt said easing international travel was absolutely an incentive to encourage vaccination.

But the tourism sector says theres too much uncertainty on international borders and is asking for a specific time frame.

Tourism and Transport Forum chief Margy Osmond on Monday called for a clear calendar on when international travel would resume.

It is just too hard for the industry at this point in time when weve got no certainty about dates, she said.

When we do finally open the door to international tourists again, what on earth are they going to see and do? Hardly any of those attractions will still be there.

As countries all over the world put in place calendars and targets for opening, that is all we are asking for.

According to early looks at the 2021 federal budget, the assumption is that international borders would open in 2022.

However, Prime Minister Scott Morrison said thats far from a certainty.

We still have a long way to go and there are still many uncertainties ahead, he said.

Hunt made the comments during a weekly update on Australias coronavirus response.

Getting On A Plane Requires Planning

Travelling from Brisbane to Los Angeles this month, I experienced the “new normal” of international travel.

Besides ensuring I was fully vaccinated, just getting on the plane required careful planning in particular ensuring a negative PCR result no more than a single day before departing.

Due to the demand and delay at community testing clinics, I had to ensure I was at the airport a whole 24 hours before my flight departed and had to pay to ensure I’d get a test that returned results in time.

There are three principles on a roadmap to reopening Australia to the rest of the world, Health Minister Greg Hunt says.

Australias borders were slammed shut at the height of the pandemic last year and, until recently, international travel had been all but impossible.

But as the vaccine rollout ramps up, Hunt says, Australians should be looking forward to reopening soon.

How soon, he said, depends on three criteria.

They are establishing green lanes for travel, such as the New Zealand travel bubble, the vaccine rollout and health advice on whether vaccinated Australians could quarantine in a setting that isnt a hotel.

Its about progressive opening and I think thats very important for hope and understanding in Australia, he said.

And thats based on evidence and the science.

And so the roadmap is built around the three principles.

Firstly, around the notion of green lanes, with New Zealand initially where that is working well … and that capacity can be expanded to the Pacific, possibly Singapore or possibly to other countries.

Secondly, there is the vaccination program itself, and the spread of vaccination, the growing numbers we are seeing.

He said on the third point that the circumstances would be dependant on global medical advice.
