Once a state’s population is 80 per cent vaccinated, borders can reopen, on a state-by-state basis. Zients reiterated the administration’s current mask mandate policy for aircraft and in airports was extended through Jan. 18 amid rising Delta variant cases across the country.

“We dont have any updates or prediction sat this point in time but obviously were continuing to consider how we can return to a place of travel and people being able to move from country to country, including at our land borders,” Psaki said.

The news has been highly anticipated within the airline and travel industries, which have struggled to make inroads amid the pandemic and have expressed frustration over protocols that often vary from country to country.

“This is a major turning point in the management of the virus and will accelerate the recovery of the millions of travel-related jobs that have been lost due to international travel restrictions,” the U.S. Travel Association said following the announcement, and gave particular kudos to Commerce Secretary Gina Raimondo. In July, Raimondo said she was advocating to loosen some of the restrictions placed on international travelers.

Airlines for America, the trade group for the major U.S. airlines, for example, for months has publicly called for a science-based framework to accelerate reinstituting international travel.

Australia and New Zealand have announced the opening of a Trans-Tasman travel bubble with a special sea border exemption which means superyachts with NZ$50,000 in service or refit bookings are now welcome to travel between the two destinations.

Having already opened international borders, Costa Rica has now announced that it is also easing restrictions for charter yachts. Superyacht broker Fraser has been working with the Costa Rica Marina Association to help amend the country’s charter laws, which will now allow for luxury charter vessels over 24 metres to charter legally and remain in Costa Rica for up to one year.

As Thailand begins to slowly reopen its tourism industry, the government has announced that yacht owners will be allowed to undergo their quarantine period on board. According to Seal Superyachts agency in Phuket, owners can either arrive in the country by boat or fly in and travel to their yacht to begin their quarantine. After this has been completed and negative test results have been presented, passengers and crew will be free to move through the country unrestricted.

Have Normal Flights Resumed

The answer is NO. India has put a ban on international flights till 21 Sep 2021. Indias New Guidelines For International Arrivals

Indias Ministry of Home Affairs issued new guidelines on Sunday for international passengers traveling to India, which will come in effect starting . See here for the official notification.

The new rules supersede the previous notification published on May 24, 2020. It must be known that while the home ministrys health protocols apply, Indias respective state governments can develop their own protocol with regards to quarantine and isolation as per their assessment after arrival of passengers. Travelers are therefore requested to also check in with the latest guidelines issued by authorities in the destination state.

1. Turkish Airlines

Flight cancellations: International flights to select towns started in June 2020. The Government of India has barred international flights till 30 June 2021.

2. IndiGo Airlines

Flight cancellations: Domestic flights have reopened since 25 May 2020. International flights have been deferred till 30 June 2021.

Modification and cancellation policy: For canceled flights, the booking amount may be used again in the form of a credit shell, valid for one year from the date of issuance for the very passenger. Passengers who had bookings for travel throughout the lockdown phase from 25 March 2020 to 24 May 2021 are eligible for interest on the value held in the credit shell.

3. Air Asia

Flight cancellations: Domestic flights have continued since 25 May 2020. International flights have been postponed till 30 June 2021.

Modification and cancellation policy: Customers may transform the amount spent for a flight booking into a credit statement which can be redeemed for a new flight booking in the subsequent 730 days. You can even change the flight date without additional charges to any date before 30 June 2020.

    St Vincent And The Grenadines

    An on the island of St. Vincent has forced the evacuation of some residents and spread a layer of ash over many parts of the island, including the capital of Kingstown, and even on the neighboring island of Barbados.

    St. Vincent and the Grenadines began reopening on July 1, 2020. Visitors from all countries are welcome, but everyone must fill out a health form within 24 hours of departure for the islands. Americans face especially strict requirements, which were updated as of Feb. 8, 2021, and modified for fully vaccinated travelers as of April 27, 2021.

    All travelers from high-risk countries, which includes the U.S., will need to show proof of a negative COVID-19 PCR test taken within 72 hours of arrival. All high-risk travelers who are non-vaccinated may also be tested on arrival. They are also required to quarantine at an approved hotel for 14 nights and show proof of a fully paid reservation for those 14 nights. Then, retesting is required between day four and day seven, along with ongoing monitoring by a Port Health Officer.

    All fully vaccinated travelers must show proof of a negative COVID-19 PCR test taken within 72 hours of arrival, be retested on arrival and complete mandatory quarantine for 48 hours in an approved quarantine hotel at their own cost as they await results of entry test.

    How To Move Forward

    The use of vaccine passports is one possible tool to encourage international travel.

    The federal government has said it “recognizes that proof of vaccination credentials will support the re-opening of societies and economies.”

    Joseph Ali, associate director for global programs at the Johns Hopkins Berman Institute of Bioethics in Baltimore, believes support for such vaccine documentation is growing though it may not be “strictly required” for all travellers in the immediate future.

    “Until there is sufficient supply and distribution of vaccines globally it won’t be appropriate to require vaccination passports for all passengers,” Ali said in an email.

    Such a system would also depend on nations recognizing the vaccines being used outside their borders, as well as on the evolving circumstances of the pandemic.

    “Vaccine passport systems won’t definitively solve all COVID-related travel challenges, but they may help get us closer to doing things that are important to many,” said Ali.

    Who Will Be Allowed To Travel

    For now, only people who have been fully vaccinated on outbound journeys. A QR code-supported vaccine passport that will be recognised worldwide, much like a visa, will make trying to board a flight without being inoculated virtually impossible. Unvaccinated Australian citizens and residents will be allowed to return home to Australia, however.

    Provided the planned pilot works as expected, returning Australians who have been fully vaccinated will be able to quarantine from home for just seven days, rather than undergo the costly process of hotel quarantine, which currently runs up a bill in excess of $4,000 for a two-week isolation. However, those who have not been vaccinated or who have received a vaccine that has not been approved by the Therapeutic Goods Association will still have to enter 14-day managed quarantine under guard in a hotel.

    The TGA has now recognised the Sinovac vaccine, developed in China, which should make it much easier for travellers from Asian nations to come to Australia. Children and those with legitimate medical exemptions will be treated as vaccinated and will be permitted to quarantine at home.

    There will be caps on the number of unvaccinated Australians who can return, due to limits on hotel quarantine spots, but there will be no caps on the number of fully vaccinated people who can enter the country, as they will be permitted to quarantine at home upon their return.

    • Foreign Engineering, Managerial, Design, or other Specialists who are traveling to India on behalf of foreign business entities located in India. This includes all manufacturing units, design units, software, and IT units as well as financial sector companies .
    • Foreign Technical specialists and engineers traveling for installation, repair, and maintenance of foreign-origin machinery and equipment facilities in India, on the invitation of a registered Indian business entity. These could be for equipment installation under warranty, for after-sales servicing, or repair on commercial terms.

    Transport Air Bubbles Set Up

    However, India is allowing limited movement of passengers via international air bubbles, like many other countries navigating air travel restrictions during the pandemic.

    According to a statement by the Indian Director-General of Civil Aviation, Hardeep Singh Puri, an air bubble is a travel corridor between two countries that will fly their aircraft in a regulated environment.

    India has signed transport bubble agreements with the United States, France, and Germany enabling the operation of a limited number of international flights along these routes.

    This travel arrangement allows passengers of Indian and non-Indian nationalities to embark on both legs of their India flights.

    India is currently working out the details with the UK to re-open bilateral air routes. The Indian government has now permitted UK carriers to operate flights between the two countries.

    However, the ability of passengers to fly to and from India will still depend on how they navigate existing travel restrictions put in place by foreign jurisdictions in their respective destinations.

    Democratic Republic Of Congo

    The Democratic Republic of Congo reopened its borders in August 2020. It is perhaps best known for Virunga National Park, which reopened on April 1, 2021, and for being home to the mountain gorilla. Important to know: Conflict is ongoing in the DRC and six park rangers were ambushed and killed by militia inside the park in January 2021. In February 2021, the Italian ambassador to the DRC was killed along with two others in an ambush.

    According to the U.S. Embassy, all arriving international travelers age 11 and older must arrive with proof of a negative COVID-19 test taken within three days of their departure to DRC. Upon arrival, travelers age 11 and older must take a second COVID-19 test at the airport. Travelers should register their information and pay for the test at INRBCOVID.com before they begin their travel. The cost of the required test is US$45. After testing at the airport, arriving passengers must self-quarantine until they receive a negative test result, usually within 24 hours.

    Americans also need a visa to visit as well as a World Health Organization card with proof of yellow fever vaccination and proof of health and medical evacuation insurance valid in the DRC. Travelers may also need to present a negative COVID-19 test taken within seven days for travel between certain provinces.

    Masks are required in public spaces and the DRC has a number of regional curfews in place from 10 p.m. to 4 a.m. Testing is also required for travel between some provinces.

    When Can You Book Qantas International Flights

    There’s no word yet on when you’ll be able to start making plans and booking international flights with Qantas.

    “It’s obviously up to government exactly how and when our international borders re-open,” Qantas CEO Alan Joyce said.

    “But with Australia on track to meet the 80% trigger agreed by National Cabinet by the end of the year, we need to plan ahead for what is a complex restart process.”

    There may also be quarantine requirements upon your return. One suggestion that has been floated is a 7-day hotel quarantine for vaccinated travellers, down from the current 14-day quarantine requirement, but these details are still being finalised.

    In the meantime, Aussies can do their part and get vaccinated you may pick up a reward from Qantas in the process.

    Emirates resumes international flights to Australian cities

    On May 19, all E.U. members agreed to welcome back Americans from June. E.U. countries can still enforce extra testing or quarantine requirements, but in principle all vaccinated Americans will be allowed to visit Europe for tourism again.

    Unfortunately, on the other side of the Atlantic things seem to be different. Biden administration has been reportedly holding meetings and contacting tourism industry leaders but reopening decisions have not been made yet.

    Last week, White House spokesman Jen Psaki stated that no changes on current travel restrictions have been planned thus far, when asked if the U.S. would allow vaccinated travelers to visit America Again. Additionally, the U.S. Transportation Secretary Pete Buttigieg said last Wednesday that travel restrictions are a public health decision led by the CDC. This means, this is more than a political decision that can be made among a few industries and the government.
